Meaning Strong or Heavy, for me it represents the strength I have in myself from my people and old people and how I carry that heavy responsibility to create change four our people. This is for our childrens children. 

At Madhawu Consulting, community is at the heart of everything we do. We walk alongside Aboriginal and Torres Strait Islander peoples to create meaningful, lasting change through genuine collaboration and respect.

Our work is guided by the principles of Indigenous Data Sovereignty, ensuring First Nations peoples have ownership, control, access, and stewardship over their knowledge and information.

We deliver culturally grounded solutions that empower communities and strengthen organisational capability. Each project is guided by Indigenous Data Sovereignty principles and co-designed with respect and accountability.

Policy Development

We design and deliver robust operational policies that embed Aboriginal and Torres Strait Islander perspectives at every stage. Our services include policy audits, implementation advice, and culturally informed frameworks.

Capacity Building

We support organisations to strengthen Aboriginal and Torres Strait Islander employment, leadership, and participation.
This includes mentoring programs, strategic planning, and professional development initiatives.

Monitoring & Evaluation

We create monitoring and evaluation frameworks grounded in Indigenous methodologies.
Tools may include surveys, consent forms, yarn guides, and focus group schedules, all tailored to your project’s scope.

Founder

Jessica Fidler

Jessica Fidler is a policy and research professional dedicated to strengthening Aboriginal and Torres Strait Islander outcomes through evidence-based programs and co-designed solutions. Her career spans government, research and higher education, beginning at the CSIRO where she co-authored reports on biosecurity methods, big-data modelling and the evaluation of the Indigenous STEM Education Project. As Senior Policy Advisor at Kalwun Development Corporation, she collaborates with the CEO, executive team and government partners to develop policies and programs grounded in community voice and data sovereignty. Jessica also consults with organisations on community-led research and evaluation, policy and program design, and building organisational capacity. She is currently undertaking a Master of Program Management, further strengthening her expertise in delivering impactful, culturally informed initiatives.
